Pros: Can get in on Dhalsim effectively, low stamina
Cons: Good escape mechanism (teleport)

Move List:
Normals - part of his keep away game, hits at various angles. Typical ones used are st.HP, st.MK, njp.LP, jp.HP.
fcr.LK/MK/HK - Slide dash, LK recovers faster, MK recovers slower but better frame advantage for Dhalsim, HK knocksdown but is punishable.
bst.HK, bst.MP - Dhalsim's best AA normals and often used to counter jump-ins and cross-ups.
Yoga Spear, Yoga Mummy - Command normal, attacks at different angles. Improved in SSF4, used often by aggressive Dhalsim players.
Yoga Tower - Dhalsim can avoid some attacks using Yoga Tower.

Teleport (TP) - Main mix-up and escape move.
Yoga Fire (FIR) - Used as a support tool for his long-range pressure/mix-up and keep out game.
Yoga Flame (FLA) - BnB combo ender.
Yoga Blast (BLA) - AA move, but Dhalsim has a better one with his bst.HK.

Yoga Inferno (S) - Very damaging, easy to combo into from YF.
Yoga Catastrophe (U1) - Comes out slow but Dhalsim can use this to mix-up using TP behind and hitting low/high etc.
Yoga Shangri-la (U2) - Used as a punish move, to beat projectiles and as an AA using instant air U2.

Preferred Ultra: Soulless/Breathless
Soulless can be good in this match-up against Dhalsim's who like to throw a lot of Yoga Fires around 3/5 screen. Breathless doesn't have the range but up at mid to close range you can catch Dhalsim trying to keep you out with Yoga Fire or limbs. Breathless is also great at catching backdashes or TPs and shuts down TP shenanigans.

Strategy:
Dhalsim excels at poking from a long-range as you should already know. Dhalsims long range pokes can be bypassed using his Abel's roll. An added plus is that his damage output is pretty low as well so Abel can easily stand a few of Dhalsim's heavy pokes without much thought.

Once you're in, Dhalsim will have no choice other than to push you back to long-range or to escape. He shouldn't be able to push you out that easily and for escaping he has some good options with slide kick and TP. Resist the temptation to jump in on him as this gives him a free slide kick to the other side. TPs shouldn't go unpunished as any TP he uses past you will end up next to him. Use U2 to punish or st.HP to knock him out of the air.

Flipside:
His gameplan revolves around keeping you out and poking you until you submit hence he will want to keep the fight at range. His typical keep-away game will utilize his st.HP poke, yoga fire and back jp.HP to keep you out. He has a few mix-ups and ways to get away from you with his teleport. At close range he has a slide kick which puts him at frame advantage and his st.HK at close range is very good at pushing you away.

Notes:
- Dhalsim has the worst jump speed in SSF4. Some Dhalsim's will jp.HP as a defensive poke. If you see him jump back, use this opportunity to roll under the poke with a HP roll or if you're fast enough dash under his limbs for a punish opportunity.
- His most damaging combos involve Yoga Inferno. Dhalsim's will be looking out to use this when they have full meter as his EX moves are quite weak.
- Dhalsim has an ambiguous ultra mix-up with Ultra, then teleport > jp.HP. This is straightforward to block even though it looks like you're getting hit from both sides. If you have already blocked the ultra, continue blocking it. If not, block Dhalsim's limbs first and you'll automatically block the ultra.
- His sliding LK is fast, recovers quick and doesn't knockdown. Most Dhalsims will follow up the slide with a throw. Tech or TT.
- You can punish Dhalsim's cross-up teleports using st.HP.
- Given the range of Dhalsim's pokes, focus attacking his yoga fire at 1/2 to 3/4 screen can be a bad idea. The recovery on yoga fire is pretty bad though. It is possible to forward dash and ultra Dhalsim on reaction to a yoga fire.
