SSF4 AE DLC in 2011?

EDIT: Its not blocked anymore... in fact Ono has come out to say its probably gonna happen so that's good.

According to Yoshinori Oni, the features and new characters (Yun and Yang) that will be included in the arcade cabinets of SSF4 are being blocked by upper management to be included as DLC for the consoles. He's working on it and has already gotten approval from his direct boss but it can go either way. Not sure why it's even getting blocked, maybe cause they have so many other projects at the moment?
