Offense Strategy:
Hakan oiled up is significantly stronger so don't give him the change to Oil Shower. He has almost no reversal options so feel free to pressure him with Step Kicks and cross-ups. Even if oiled up, if you can maintain some semblance of pressure the oil will run out and the momentum will be back in your favor. In the new patch, Hakan starts the match oiled up so you could try and wait out his oil. Abel's dash speed should be fast enough to let you attack him if you're alert.

Defense Strategy:
He has a bunch of mix-ups that can hurt you, especially if you're knocked down. Oil Dive and Oil Rocket mix-ups are common, which is pretty much a 50-50 mix-up. You'll just have to guess with a crouch or a jump/back dash. Still, he can't maintain this pressure for too long, as he needs to create space eventually to shower himself in oil again. When he does, don't give him that chance and switch back to the offensive.

Notes:
- Hakan can grab you with his Ultra 2 if you jump right next to him. This is a trick some Hakans on your wake-up as people tend to jump away from grapplers who are next to them. Ultra 2 also catches some characters when they back dash.
- Take note that Hakan's Oil Slide armor breaks and beats Abel's Ultra 2 if you use that ultra.
